Allan W. Barber: State must fund higher education

The Council of the University of Georgia Retirees Association understands the severity of the economic conditions facing our state and appreciates the magnitude of the task before the governor and the legislature in balancing the state budget.

Many of our members have been a part of the higher education system in Georgia for the past 50 or more years, and would like to offer a historical perspective on the fragility of the quality of higher education, including the stability and quality of teaching and research faculty, which has taken decades to develop in our state.

Approximately 50 years ago, the governor and legislature recognized that the quality of higher education in Georgia lagged behind our nation and the Southeast. Many of our state's brightest and most talented young people were attracted to North Carolina, Virginia, Florida and other states. Once they left, many never returned to provide the resources needed in a national, and now global, economy.

In the 1960s, one legislative session included an appropriations bill that virtually doubled the level of funding and number of faculty positions in the University System of Georgia, beginning a movement that has continued.
